Why is the tester flashing 9.9KV and not reading it steady

Most energizers have a pulsating output, so the voltage reading will fluctuate.

how is 10,000 or more volts displayed on the tester?

The tester provides an accurate three-digit readout from 0.5 to 19.9 kilovolts (KV) on its digital LCD display. If your fence voltage is 10,000 volts or more, it will be displayed as 10.0 KV or higher, depending on the exact voltage. The backlit display ensures that the readings are clearly visible both day and night.
