We recommend using three ground rods, driven 6-8 feet deep into the soil, spaced 10 feet apart.

I hooked up the fence charger, even with the ground and live terminals disconnected the unit clicks constantly when plugged in, is this normal?

This is a pulsating energizer. It is normal to hear a light clicking or ticking noise, even under no load.
